Canada’s flagship infrastructure project is “gathering momentum” as it lays out an award timeline.

VIA HFR’s recently appointed chief executive officer Martin Imbleau told a parliamentary committee that the project is “on track” to award a winner “next year”.

Three teams were recently shortlisted for the project, which will utilize a progressive P3 to jointly scope the project alongside the agency body. The consortium will deliver it under a design, finance, build, operate and maintain agreement.

“I know this project is undeniably complex. It is also ambitious. But with the participation of the private sector, we think that we have a good approach,” he added.

Under the plans, the winner will develop a new 1,000km intercity passenger network to connect Toronto, Ottawa, Montreal and Quebec City.
